Internet Giants Got Millions From Taxpayers To Cover PRISM Spying Costs
Internet giants like Google and Yahoo received millions of dollars from the NSA to cover their surveillance under the PRISM program. These payments occurred after a federal court ruled that surveillance requests the companies handled under the PRISM program were unconstitutional. The money was meant to cover expenses the companies incurred under court orders mandating the companies assist the NSA in its bulk collection of data, according to a top secret NSA newsletter leaked to the Guardian newspaper by NSA whistleblower Edward Snowden. The document also shows the NSA was anxious to get certifications from the FISA Court to authorize surveillance beyond the possible expiration of the law that authorized that surveillance.

The Department of Homeland Security is about to embark on an ambitious project to add biometrics to its smart card identification system. Other government efforts have demonstrated that such projects can go horribly awry, but it also has the potential to profoundly change DHS for the better. The exact path the agency takes, analysts say, depends on how well it prepares itself and possibly on how well it incorporates some new technical guidance. In May, DHS issued a request for proposals to add facial, fingerprint and iris recognition capabilities to its ID system as part of a $102 million upgrade. The agency is seeking a new contractor to take over the ID management project currently overseen by XTec and establish a new biometric-based card system that complies with Homeland Security Presidential Directive 12 (HSPD-12). The contractor would replace 161,924 personal identity verification (PIV) cards by the end of 2013 and another 116,172 in 2014, DHS officials said.

IBM Developing Computer That Thinks Like A Human

Check this out: earlier this week, Gigaom.com reported that researchers had built a computer simulator, a programming language, and a series of applications and algorithms designed for computing on the level of the human brain. Believe it or not, that sentence is not the plot set-up for a post-apocalyptic science fiction movie (at least not yet). Instead, it's the latest development in computing to come out of IBM's research lab, and it could mean big things for technology. IBM and several unnamed partner groups have been working on the intuitive computer system for awhile now, all as part of a project for the Federal Defense Advanced Research Projects Agency (DARPA). The project is known as SyNAPSE, or Systems of Neuromorphic Adaptive Plastic Scalable Electronics, and it has what a principal investigator at IBM Research called "a very modest goal" of creating a brain-like computer.
