Bush summons the angel in the whirlwind (supernatural hurricane?), a hurricane shows up 9 months later.
Think of the hurricane as a directed energy weapon, i.e. the Hutchinson effect (Tesla based research)—see Judy Wood below.

Note that Erin increased in strength as it approached Bermuda and passed by Bermuda. Yet, as Erin approached Bermuda, the warnings were dropped to that of a "tropical storm."

In 1979, Hutchison claimed to have discovered a number of unusual phenomena, while trying to duplicate experiments done by Nikola Tesla. He refers to several of these phenomena jointly under the name "the Hutchison effect", including:

Military interest:
According to Hutchison and United States Col. John Alexander, military scientists from the United States have been working with him because of the effect's military potential. In the documentary Free Energy: The Race to Zero Point, he states that military scientists were impressed with the effects, but were not able to replicate them on their own without assistance.[4][5][6]

Wood is a former professor of mechanical engineering with research interests in experimental stress analysis, structural mechanics, optical methods, deformation analysis, and the materials characterization of biomaterials and composite materials. She is a member of the Society for Experimental Mechanics (SEM), co-founded SEM's Biological Systems and Materials Division, and has served on the SEM Composite Materials Technical Division. Tesla: The Missing Papers:
One of the more controversial topics involving Nikola Tesla is what became of many of his technical and scientific papers after he died in 1943. Just before his death at the height of World War II, he claimed that he had perfected his so-called "death beam." So it was natural that the FBI and other U.S. Government agencies would be interested in any scientific ideas involving weaponry. Some were concerned that Tesla's papers might fall into the hands of the Axis powers or the Soviets.
